HOUSING REHABILITATION SPECIALIST PART-TIME CONSULTANT Town of Adams Description: The Town of Adams, Massachusetts through its Community Development Department, is soliciting proposals from qualified individuals or firms to provide housing rehabilitation consultation services for the Adams Housing Rehabilitation Program, funded under the FY19 Massachusetts Community Development Block Grant Program. The program provides assistance to low-to-moderate-income homeowners. The work will focus on technical assistance necessary to complete housing rehabilitation projects, bringing homes into compliance with the Massachusetts State Building, Sanitary, Plumbing, and Electrical Codes. Responsibilities: Review program applications; prepare detailed work write-ups and accurate cost estimates for proposed renovations based on Town inspection reports and consistent with lead reports; evaluate bids received; conduct on-site inspections; complete a final inspection report; work closely with property owners, and contractors, and Town employees. Qualifications: Strong working knowledge of building materials, construction processes, home renovation, and the Massachusetts building and sanitary codes. The selected Housing Rehabilitation Specialist will be capable of preparing, interpreting and understanding specifications, plans, and contractors' pay requests and contracts. The selected individual or firm must be able to estimate labor and materials costs accurately.
